     一、山东旅游业恢复振兴走在全国前列      尽管旅游业受“非典”冲击最为严重,但是山东旅游行业坚持“一手抓抗击非典,一手抓恢复发展”,实现全年旅游总收入573.4亿元,恢复到2002年的93.9%,与2002年大体持平,高出全国6.3个百分点。
  
  二、2003环球小姐中国赛区大赛在济南获圆满成功
  2003年4月20日,环球小姐中国赛区总决赛在济南成功举行。在传统文化深远的齐鲁大地举办这一现代时尚活动,是开放的山东走向世界、扩大对外交往的鲜明标志,大赛活动的举办,对于扩大开放、传播文明、促进旅游具有积极而重大的影响。
  
  三、“百万市民健身游”活动启动国内旅游
  为克服“非典”影响、加快恢复振兴山东旅游业,2003年6月14日,山东省旅游局与体育局联合在泰山举行“百万市民健身游”活动启动仪式,孙守璞副省长出席启动仪式,拉开了国内旅游的序幕。全省17个城市的165个景区(点)当天接待游客110万人,活动一炮打响。
  
  四、省政府组团赴韩日开展高层旅游促销
  2003年7月底8月初,由蔡秋芳副省长率领80余人的山东旅游促销团赴韩国、日本开展高层次旅游促销。这是全国“非典”疫情解除之后第一个出国旅游促销团,也是山东省第一次由副省长带队赴境外开展旅游促销,在韩国和日本形成浩大声势,刮起一股强劲的“山东风”。
  
  五、“十一”黄金周接待游客突破千万大关
  “十一”是“非典”之后迎来的第一个旅游黄金周,全省接待旅游者1002.76万人次,同比增长20.1%;旅游收入49.74亿元,同比增长24.3%,黄金周接待人次首次突破千万大关,各项指标均创历次黄金周新高。
  
  六、旅游大项目建设取得突破
  为促进全省旅游产业发展,实施旅游大项目带动战略,全省旅游大项目和重点旅游项目开发建设进展良好,一批投资十亿元、几十亿元的大项目已投入建设或签约立项,将极大地增强旅游产业实力和发展后劲。
  
  七、首家合资旅行社成立
  2003年11月18日,青岛新世纪国际旅行社有限公司与香港最具实力的港中旅国际旅行社有限公司合作,共同投资成立港中旅国际(山东)旅行社有限公司,标志着山东省设立合资旅行社工作实现了“零”的突破,在旅行社扩大开放的道路上迈出了开创性的第一步。
  
  八、海外旅游网站开通
  2003年7月22日,山东旅游韩文网站(http://www.sdta.省略)在韩国汉城开通,这是山东省也是全国在海外建立的第一个政府旅游网站;随后,9月24日,山东旅游繁体网站(www.省略.tw)在中国台北建成开通。两个网站的开通对推动山东与港澳台地区和境外的旅游交流、宣传山东旅游形象发挥了重要的作用。
  
  九、全省服务业工作会议暨旅游工作会议确定把旅游业作为服务业的龙头
  2003年10月29日,山东省政府召开全省服务业工作会议暨旅游工作会议。会议强调,要把旅游业作为服务业的龙头、突破口和重中之重。此后12月19日,省政府出台《中共山东省委、山东省人民政府关于加快发展旅游业的意见》(鲁发[2003]24号),提出大力推进旅游发展、加快旅游主导产业建设的一系列政策措施,具有很强的指导性、针对性和可操作性,必将转化为巨大的旅游生产力。
  
  十、“山东之旅”号旅游专列赴江苏、浙江、广东等省市促销
  2003年8月30日至9月9日,“山东之旅”号旅游专列满载17市500余人,赴江苏、浙江、广东进行旅游宣传促销,反响强烈,成效显著,吸引了大批来自发达省份的高消费游客。这是“非典”疫情解除后全国规模最大的国内旅游促销活动。
  
  I. Shandong in Front Rank in China in Rehabilitating Tourism
  Though seriously attacked by SARS, tourism in Shandong is being restored very quickly. During 2003, tourism turned over 57.34 billion yuan, which was 93.9% of the turnover of 2002, and 6.3% over the average turnover throughout the country.
  II. China Final of Miss Universe Successfully Held in Jinan
  During April, 2003, the China Final of Miss Universe was successfully held in Jinan. In Shandong, world famous as the home of traditional Confucian culture, this kind of fashion contest was held for the first time, thus declaring Shandong’s effort to open wider to the outside world.
  III. “A Million Tourists” Festival Kicks Off Local Tourism
  In order to restore the tourism industry that was attacked by SARS, on June 14, 2003, the Shandong Tourism Bureau and Shandong Sports Bureau held an opening ceremony titled “A Million Tourists” and officiated by Mr. Sun Shoupu, Vice Provincial Governor. On that very day, the 165 scenic spots throughout Shandong Province welcomed a grand total of 1.1 million tourists.
  IV. Provincial Government Organizes a High-Level Delegation to Promote Shandong Tourism in South Korea and Japan
  From mid-July to mid-August, 2003, a public relations delegation headed by Vice Provincial Governor Cai Qiufang and comprising more than 80 people journeyed to South Korea and Japan to promote tourism in Shandong. This was the first tourism promotion delegation going abroad after the SARS alarm was silenced all over the country, as well as the first headed by such a high official from Shandong Province. Consequently, the “Tour Shandong” slogan became popular in South Korea and Japan.
  V. Shandong Received More Than 100 Million Tourists during the National Day “Gold Season” Holiday
  The week-long National Day Holiday was the first “gold season” for tourism after SARS was cleared throughout China. During this time, Shandong received 100.276 million tourists, an increase of 20.1% over the same period of the previous year, and turned over 4.974 billion yuan, an increase of 24.3% over the previous year. Remarkably, for the first time, the number of tourists during the “gold season” was over 100 million.
  VI. Outstanding Achievements in the Construction of Large Tourism Projects
  With a view to accelerating the tourism industry, Shandong Province has made every effort to develop large-scale projects. As a result, quite a few projects with investments of more than a billion RMB, and some ranging into tens of billions of yuan, have been put into construction.
  VII. First Joint-Venture Tourism Agency Incorporated
  On November 18, 2003, the China Travel International (Shandong) Service Hong Kong Limited, the first joint-venture tourism agency in Shandong, was incorporated in Qingdao, invested by the Qingdao New Century International Travel Service Co., Ltd., and China Travel International Service Hong Kong Limited.
  VIII. Shandong Tourism Website Opening Abroad
  On July 22, 2003, the Korean version of Shandong Tourism website (http://www.sdta.省略) was opened in Seoul. This is the first governmental tourism website to open abroad from Shandong and, indeed, from China. Then, on September 24, the website in traditional Chinese characters (www.省略.tw) was opened in Taipei. The opening of the two websites will play an important role in accelerating tourism cooperation between Shandong and Hong Kong, Macao, Taiwan, and many foreign countries.
  IX. Tourism Heads All Tertiary Industries
  On October 29. 2003, the Provincial Conference Concerning Tertiary Industry and Tourism Affairs was held, during which tourism was determined to be the leading income producer among tertiary industries.
  X. “Shandong Tourism” Special Train Promoting Shandong Tourism in the Provinces of Jiangsu, Zhejiang, and Guangdong
  From August 30 to September 9, with more than 500 passengers from 17 cities in Shandong Province aboard, the “Shandong Tourism” Special Train toured the provinces of Jiangsu, Zhejiang, and Guangdong to promote Shandong tourism, thus attracting tremendous numbers of high-level tourists from these provinces in advance of the October 1 National Day Holiday and “Golden Week.”
