国际原子能机构发布日本福岛第一核电站事故正式评估报告

  2015年8月31日 国际原子能机构今天正式发布了“总干事有关福岛第一核电站事故”的报告。报告对于2011年3月11日发生的悲剧性事故进行了评估。与这一报告同时发布的还有五卷国际专家就这一事故所发表的技术分析文章。
  该机构总干事天野之弥在报告前言中表示,该报告考虑了人、组织和技术因素,旨在对于到底发生了什么以及为什么会发生这一切进行说明,以使各国政府、监管机构和核电站的运营商从中汲取经验教训。天野之弥指出,任何国家的核安全均非儿戏,不能对此产生任何的自满情绪。
  报告涉及的内容为事故本身、应急准备和反应、事故的放射后果、事故后恢复和事件发生以来国际原子能机构所从事的活动。
  天野之弥在报告前言中指出,福岛第一核电站事故的发生突显出加强有效国际合作的重要性。成员国在事故发生几个月之后即通过《国际原子能机构有关核安全行动计划》,并致力于计划的落实,以期改善全球的核安全。
  天野之弥在2012年宣布:国际原子能机构将针对福岛第一核电站事故提交一份具有权威性、建立在事实基础上的平衡的评估报告,对事件发生的原因和导致的后果进行分析。此次原子能机构发布的报告是来自42个原子能机构成员国和几个国际组织180名专家的集体合作成果。
  31 August 2015 IAEA has officially released Director General’s Report on the Fukushima Daiichi Accident today. The report assesses the causes and consequences of the 11 March 2011 tragic accident, which is also being published along with five technical volumes on this topic by international experts.
  Yukiya Amano, IAEA Director General said in his Foreword to the Report, this report considers human, organizational and technical factors and aims to provide an understanding of what happened, and why it happend, so that the necessary lessons learned can be drawn by governments, regulators and nuclear power plant operators throughout the world. He also thought that there could be no grounds for complacency about nuclear safety in any country.
  This report touches upon the accident itself, emergency preparedness and response, radiological consequences of the accident, post-accident recovery and the activities of the IAEA since the accident.
  Mr. Amano said in the preface that the Fukushima Daiichi accident underlined the vital importance of effective international cooperation. Member States adopted the IAEA Action Plan on Nuclear Safety a few months after the accident and have been implementing its far reaching provisions to improve global nuclear safety.
  Mr. Amano had announced in 2012 that the IAEA would prepare an authoritative, factual and balanced assessment of the accident, addressing both its causes and consequences. The report is the result of an extensive collaboration that involved some 180 experts from 42 IAEA Member States and several international bodies.
