诚信建设　政府先行|建设政府诚信应采取哪些措施

　　王贤臣（山东省十届人大代表、安丘市副市长） 　　诚信问题公开提了出来，社会不同的阶层对此已经有了一个认识，并开始注重诚信方面的建设。但从运行的程度和效果来看，还没有达到市场经济发展的要求，下一步应当以政府为主导来加强诚信建设，把政府建设成不失信于民、服务于民的服务型的诚信政府，从而形成合力，拉动社会各阶层参与到建设中来。
　　从不同的经济主体来讲，所有的经济成分都要树立诚信是企业发展的动力和企业生存的前提条件的观念。农村的诚信建设要从政府的涉农部门入手，进一步转变职能，真正做到服务于民，农民对政府和相关部门的信任度就会提高，相应地对政府的提倡和号召会予以积极的配合，从而推动农村诚信观的形成。
　　农村的诚信建设不仅仅是传统的邻里和睦、与人为善，根本的是要与政府形成一个良性的互动。以前有些政府行为从客观上损害了农民的利益，损害的后果往往由农民承担，直接的危害是造成了农民的负担，而最根本的危害是动摇了农民对各级政府的信任度，成为产生或激化一些社会矛盾潜在的根源。所以诚信建设应由城市包围农村、自上而下地进行。

　　政府职能弱化是计划经济向市场经济转变的必然产物和客观要求，在这种环境下，企业对政府的依赖性越来越小。目前在中国，有些企业特别是困难企业还需要政府政策上的扶持，比如在税收上给予协调或减免，其他的作用都已经淡化了，企业基本上是在靠市场规律来运作。所以诚信对市场经济下的企业比过去更为重要。
　　但现阶段市场信用体系尚未完善，企业在经营中就不可避免地遭遇信用问题。比如欠款问题，自己不欠别人的钱，但不能保证别人不欠你的钱。遇到这种情况，政府不可能再像过去那样帮企业去协调、去讨债，只能依靠法制。但有时候仍然是解决不了问题，欠债方根本没有偿还能力，企业打赢了官司却拿不回钱，这就需要企业的自行保护。在我们企业，不断地对销售人员进行教育培训，对客户认真地考察，信用不好的客户绝对不与其交易。这只是权宜之计，不得已而为之。从长远看，必须尽快建立起社会信用体系，企业之间都能诚实守信经营，从而形成一种相互信任、健康向上的市场经济环境。

　　在全社会都在加强诚信建设的大形势下，法院工作的重点就是诚信执法，着眼为市场经济发展提供良好的法制环境，对各类市场主体一视同仁、平等保护。要增强服务意识，不断优化服务质量，立足审判，抓好服务，进一步创新服务方式，改善服务手段，重视办案的社会效果。要围绕保护最广大人民群众的根本利益，努力践行“司法为民”的宗旨，切实为社会诚信环境的确立提供可靠的法律保证。同时，要时刻把诚信教育作为司法工作的重要部分，使法院执法人员都能以诚为先，然后秉公执法。

　　事物都是在矛盾中发展的，社会出现诚信问题是必然的，关键是如何引导和解决这个问题。
　　一个国家、一个企业、一个人，没有诚信就等于零。有些人了为贪图小便宜，往往把诚信这个做人做事的根本抛之脑后，这样做有可能会一时得利，但不会长久。时间一长，大家都知道这个人的品行，都不再跟他打交道，结果是得小利而失掉了做人处世的根本。
　　建设诚信社会，首先是政府的各项政策要落实，取信于民；另一方面，每个人都要从自身做起，树立起一种互相信任的人际关系。现在尽管存在信用缺失的问题，但不管是在城市还是在农村，人们都还极力地维护着传统的诚信观，比如教孩子不说谎、做人要诚实等等，有这样一个基础，再加上各方面的努力，诚信社会的建设不会有太大的问题。

　　美国前总统林肯有句话说得很好，就是说谎话可以在一定的时间内欺骗所有的人，也可以在所有的时间内欺骗一部分人，总不能够在所有的时间内欺骗所有的人。这句话对诚信问题非常适合。人与人之间以诚相待，是做人的最起码的水准。
　　从中国来看，自古到今，政府及官员们只有讲诚信，才能得人心；只有得人心，才能得天下。随着市场经济的发展，诚信问题向两极化发展，一部分素质高的人把诚信放在首位，从而成就一番事业；一部分人只顾眼前的利益，往往不把诚信放在心上。在经济交往中，失信问题影响了整个经济的正常发展。
　　面对建设诚信社会，各级政府特别是基层政府，对老百姓不要轻易许诺，承诺了就要兑现，办不了的事情要对老百姓讲清楚。诚信政府建立起来了，诚信观就会自上而下地深入人心，把人际关系调节到一个最佳的程度，避免经济交往和人际交往中纠纷的发生，使社会稳定发展。在诚信建设的过程中，要把诚信作为精神文明建设的一项重要内容，系统地、不间断地教育公众，从而逐渐使诚信成为一种人人都愿意去奉行的公众道德规范。

　　在社会信用体系中，政府信用是关键，企业信用是重点，而个人信用则是基础。要想让诚信真正成为生产力，必须加快个人信用体系的建设。建立个人信用体系可提高信贷消费，拉动经济增长。目前中国信用消费已进入快速发展期，用明天的钱享受今天已成为越来越多人的生活方式，其中主要是信贷的方式。但由于目前失信现象使得发放贷款的风险增大。如果建立个人信用体系后，这一风险就可大大降低，放贷、还贷进入良性循环，拉动经济的作用就更为凸现。
　　当然，建立个人信用体系工程内容相当庞大复杂，涉及金融、工商、税务、公检法、海关等多个部门和企业，必须要统一技术标准、编码、平台、联合征信与信息共享。所以诚信建设应该尽一步具体化和量化，建立以产权为基础、以法律为保障的社会信用制度，以营造公平的市场竞争环境，这对于推进“诚信山东”建设至关重要。

　　All departments engaged in economic operations should be aware that honesty is the power for development of an enterprise and its prerequisite for survival. In the countryside, the honesty construction should start from the governmental departments concerning rural affairs. All these departments should make every effort to serve the countryside people. If the peasants can fully believe in their government, correspondingly, they will offer active cooperation to the affairs encouraged by the government. The ideology of honesty in the countryside can then be gradually formed.
　　Honesty construction in the countryside doesn’t mean the traditional idea that neighbors should be peaceful and helpful each other. Its fundamental goal is to form a good cooperation between the peasants and the government. Previously, some governmental behaviors have tampered with the benefits of the peasants, which directly increases their burdens, making the peasants not believe the government any more and turning out some social conflicts. So in terms of honesty construction, all should start from the countryside first.

　　At present, the marketing credit system has not been completely formed, so during the operation course, enterprises inevitably will encounter some problems concerning credits. For instance, the problems concerning debts, even though you don’t owe money to others, you can’t assure that other people don’t owe money to you. When encountering this kind of problem, the government should not interfere with these affairs as before. These problems should be solved through legal ways. Sometimes, even laws can’t solve these problems. Since even if the creditor wins in the lawsuit, the debtor doesn’t have the ability to pay the debt. So, the enterprises must have the consciousness to protect their own interests.

　　Under the circumstance that people from every walk of life are doing their best to develop a society with good credit, what the court should do is to honestly enforce the laws with a view to providing a good legal environment for development of the marketing economy. The court should strengthen the consciousness to improve the work concerning legal affairs. The goal of the court is to protect the interests of the people and provide reliable legal guarantees for the construction of an honest social environment. Meanwhile, before enforcing the laws, all those engaged in legal work should make themselves honest.

　　To construct an honest society, first of all, all policies of the government should be implemented, which can win the trust of ordinary people. On the other side, everybody should do his utmost to establish a mutual-trust relationship among people. Nowadays, though there is still a lot to do to promote honesty among people, in Shandong, in both the urban and rural areas, people all are making every effort to maintain the traditional Chinese ideology concerning honesty. For instance, children are always told to be an honest person instead of telling lies. With this good foundation, in addition to efforts from people of all walks of life, the construction of honesty should be realized without any difficulties.

　　With the development of the marketing economy, people’s ideology concerning honesty is polarized. Some people with good quality regard honesty as the most important thing; some people, on the contrary, neglect honesty and only look after their own immediate interests. So, during process of the economic development, any breach of honesty exerts a negative influence on normal economic development.
　　To construct a society with good honesty, governments at all levels, especially government at the grass-roots level, should refrain from casual promises to the people. Once a promise is made, the government should make it good. If the government can’t live up to its promises, it should make the reasons clear to the people. If a government with honesty is established, the ideology of honesty will be popularized among all people, which will avoid conflicts among people during economic operations and personnel communications, producing a society with good order.

　　In the social credit system, the credit of the government itself plays a guiding role; and individual credit, among others, is the foundation of social credit, on which the enterprise credit is based. To make honesty become a kind of socially productive force, it is very urgent to construct an individual credit system, which can expand the credit consumption and promote economic development. So far, in China, credit consumption is under rapid development. More and more people choose to improve today’s life with money to be earned tomorrow, which means consuming with credit loans. However, the credit-breaking cases are increasing ventures of the banks. If the individual credit system is established, this venture will be reduced by a big margin. After credits-granting and reimbursement are operated normally, the credit system will greatly enhance economic development.
