XX 年度市政务服务中心领导班子述责述廉报告 一、班子履行主体责任情况 统筹谋划部署 1.中心班子定期召开办公会专题研究落实上级党委、纪委工作部署要求的工作，全年专题分析研究党风廉政建设和反腐败工作 5 次。
2.中心每半年向分管市领导和市纪委报告党风廉政建设责任制和反腐倡廉进展情况。
3.班子成员对《彭州市人民政府政务服务中心 XX 年党风廉政建设和反腐败工作任务分工》进行了专题研究，明确了党风廉政建设和反腐败工作的具体工作任务、完成时间、责任领导及责任科室。
健全工作机制 1.建立领导小组。中心成立了由中心主任綦湘容为组长，副主任周岩、机关党委书记张媛媛、纪检组长刘虹为副组长，中心各科室负责人为成员的党风廉政建设责任制领导小组，建立了‚主要领导亲自抓，分管领导具体抓，职能科室抓落实?的工作机制。

开展党风党纪教育和警示教育 中心切实抓好纪律教育、形势教育、警示教育、正面典型教育，共组织了 5 次典型引导教育，观看了大型歌舞诗剧《公仆兰辉》、专题片《焦裕禄》、《生死牛玉儒》、《杨善洲》、《用生命书写忠诚》等，组织了 3 次反腐倡廉警示教育大会，集中观看了《悔恨》、《阳光下的黑幕》、《粮仓硕鼠》等警示教育片，集体学习了《作风建设在路上》等警示教育读本并撰写了心得体会。
推进反腐倡廉舆论宣传 中心主动加强与新闻媒体的交流与合作，依托《四川日报》、《成都日报》等报刊，刊发了题目为‚创新‘一窗一章’推行全程代办彭州政务服务再提速?以及‚一个窗口一枚章群众动嘴我跑腿?的报道，宣传政务服务行政审批制度改革中提出的‚一窗一章?工作，从源头上避免了‚体外循序?，杜绝了审批人员‚吃、拿、卡、要?的现象，努力营造全社会关心廉政建设、积极支持参与反腐败工作的社会氛围，大力推进中心纪检监察工作开展。
营造崇廉尚洁的廉政氛围 深入推进政务大厅廉政文化建设，充分利用廉政文化展板、廉政文化墙、中心网站、LED 显示屏等各种形式和载体，倡导廉政文化进窗口，在会议室、政务大厅等场所展示廉政文化图片、警语、格言，积极组织机关党员干部读廉政书籍、
看廉政影视、撰写廉政文章等活动，营造良好的廉政文化氛围。
四、深化作风建设 落实八项规定、深化正风肃纪情况 严格落实‚八项规定?，开展正风肃纪专项整治。进一步强化中心公务接待规定、公务用车管理、办公用房清理等工作，截至 11 月，中心‚三公?经费支出较去年同期下降%；会议减少 80%，经费减少%；接待费减少%；车辆运行维护费减少%；以中心名义发文减少 25 个，减少 30%，确保‚八项规定?更加深入地得到贯彻落实。

建立长效机制情况 一是出台了《彭州市人民政府政务服务中心行政审批廉政谈心制度》，通过中心纪检组与窗口首席代表及部分工作人员廉政谈心，了解窗口在廉洁自律方面的情况；二是与市纪委监察局联合印发了《入驻政务大厅窗口单位纪检组长抽查审
批件的工作方案》，通过各入驻单位纪检组对各窗口的监督，保障了政务大厅廉洁高效运转，防止在行政审批过程中的腐败行为发生；三是完善了受理群众投诉各项制度，明确了投诉事项的工作程序、受理和反馈时限，实现了受理投诉工作的制度化和规范化；四是完善了《窗口工作人员考勤管理办法》等制度，严格执行外出公示及相关管理制度，制定了中心编制外人员考勤表和窗口工作人员日常督查记录簿，对违反制度人员严格按照制度扣除相应绩效，保障‚两服务两满意?落到实处。
五、选好用好干部 加强干部教育培养情况 中心对全体干部职工提出了‚三项能力提升?的要求，即‚提升政策能力、做熟悉法律法规政策的高手，提升业务能力、做熟练掌握业务的能手，提升协调能力、做服务窗口的行家里手?。中心班子始终认为，加强干部教育培训工作是建设高素质干部队伍的重要手段，在工作中把干部教育培训工作列入重要的议事日程，创新干部教育方式，保障干部教育培训经费，全年共组织干部职工参加各级培训 20 余人次，同时邀请成都市、彭州市专家到中心授课，参加教育干部职工200 余人次。
健全完善相关配套制度，规范行使选人用人权情况 XX 年，中心按照市委的总体要求，严格执行彭州市委组织部
《关于进一步明确机关中层干部选拔任用有关问题的意见》等规定，共选拔任用中层干部 7 人，按照民主推荐、民主测评、组织考察、征求党风廉政建设意见、集体研究、任前公示、任前谈话等程序后任命或聘用。经市委组织部、市委编办、市人社局同意后实施了中层干部的任用。
加强对干部选拔任用工作开展监督情况 一是把思想教育作为基础工作，实施事前监督，强化对《干部任用条例》的宣传，通过对政策法规的学习，努力提高监督对象自我规范和自我约束的能力；二是把干部选拔任用环节作为重点，实施事中监督，建立提拔调整干部任前审查和任后报备；三是加强经常性考察工作，实施事后监督，把实施经常性考察，进行有效的事后监督作为提高干部选拔任用工作质量的主要渠道以及强化对领导干部任后管理的重要手段。

解决群众反映强烈的突出问题和损害群众利益的行为 一是成都市市长公开电话通过电话、信箱、短信、汇报单、督办工单等形式处理与老百姓切身利益相关的事情达 3000余件；二是中心年初与窗口首席代表签订了《党风廉政建设目标责任书》，开展了‚门难进、脸难看、话难听、事难办?专项治理活动，严肃处理不作为、慢作为、乱作为的行为。印发了《彭州市人民政府政务服务中心关于开展政务服务行业作风专项整治的通知》及《开展窗口单位和服务行业作风集中整治活动工作方案》，要求窗口工作人员严格执行首问责任制、限时办结制、一次性告知制和责任追究制，防止了政务大厅工作人员在审批服务中对申请人‚生、冷、硬、拖、推?等行为，通过开展作风集中整治活动，27 个窗口单位入驻政务中心 116 个窗口 291 名工作人员未出现过一例违法违纪情况。
民生工程进展情况 政务微博被纳入 XX 年省、成都市为民办实事民生工程目标，对市政府进行考核，我中心作为全市牵头单位，制定目标分解方案，采取有力措施，努力完成目标任务。‚彭州服务?政务微博 XX 年 2 月 7 日正式开通，在新浪和腾讯两个账号平台共设置了早安彭州、正能量、聚焦彭州等 10 余个栏目
话题，截至 11 月底，共发布信息 8832 条，办理有效诉求 183条，拥有粉丝 32239 人。《成都日报》刊发了两期报道，市政府分管领导给予了两次肯定性批示，成为成都市仅有的两个区县将接受市民代表对我市民生工程目标完成情况的视察。
七、推进源头治理 落实党风廉政建设和反腐败牵头工作情况 由中心及效能办牵头的四项工作，即：‚深化基层公开综合服务监管平台建设和应用，加强对基层权力运行的监督?、‚深化行政审批制度改革?、‚深入推进权力公开和政务公开，进一步完善政府及工作部门权力清单制度，依法公开权力运行流程?、‚加强行政监察，严格行政问责?目前稳步推进，预计全年牵头工作目标能顺利完成。
廉政风险防控情况 制定了《彭州市人民政府政务服务中心关于对科室主要负责人廉政风险专项防控的工作方案及防控措施》，开展了廉政风险防控专项活动，梳理出权力运行流程图三张，各科室负责人牵头对所在科室及本人潜在的廉政风险点进行了自查并提出了防控措施、签订了防控承诺。通过专项活动的开展，进一步增强廉洁意识、风险意识和责任意识，有效预防因中层干部不廉洁行为致使的欺上瞒下、执行走样、吃拿卡要、推诿扯皮等问题发生。
科技反腐工作情况 ?运用行政审批电子监察系统和视频监控系统，加强对审批过程和服务窗口的监督。据《成都市第 3 季度行政审批电子监察报告》通报，XX 年第 3 季度我市行政审批效能评估得分为分，为成都市 20 个区县第 4 名，三圈层第 3 名；办事效率分，其中网上审批办件率 100%；公众评价率 100%，满意率 100%。
廉洁社会单位建设情况 中心大力推进廉政文化‚八进?活动，制定了《彭州市人民政府政务服务中心‚廉政文化进家庭?活动实施方案》，充分利用中心网站、公示栏、LED 屏等，大力宣传中心抓廉政建设的决心、举措、效果，宣传好经验、好做法、好成绩，增强宣传工作的实效性，切实推动廉政文化进大厅、进机关、进家庭。
‚民心通?开展情况 认真贯彻落实彭州市纪委民心通办公室的各项工作要求，按时完成了《民心通工作推进情况的通报》相关要求、《廉诚攻略课件》撰写和《安装廉诚攻略培训考核系统的通知》等工作，严格执行《民心通工程廉诚攻略管理办法》。截止目前，中心通过民心通平台对各镇便民服务中心、村便民服务室建设进行监督检查共计 20 余次，未发现有违规违纪行为发生。
推进行政权力依法规范公开运行平台建设 一是加快推进我市行政权力依法规范公开运行平台工作，按照省、成都市相关要求，结合实际，印发了《关于做好行政权力依法规范公开运行平台试运行工作的通知》，要求各相关职能部门做好行政权力的录入工作，现已完成了平台试运行工作。截止目前，我市共有行政权力事项 6221 项，已录入事项 6157 项，完成率 99%。二是加强平台培训，组织召开全市行政权力依法规范公开运行平台工作培训会，聘请省电子政务运营中心专业老师授课，通过电话、QQ、上门服务等多种方式为部门答疑。
八、领导和支持纪检组情况 加强纪检监察组织和干部队伍建设情况 中心班子充分认识到不断加强和推进纪检监察组织和纪检监察干部队伍建设是新时期深入开展党风廉政建设和加强反腐败斗争必须长期坚持的一项重要的基础性工作。在中心工作任务重、人手缺乏的情况下，仍然配备了一名纪检监察室主任，两名纪检监察工作人员，两名电子监察室工作人员，纪检监察室人员中公务员一名，事业人员两名，确保了中心纪检监察干部队伍的相对稳定。
