基于追溯体系的中药材电子商务系统构建研究

　　摘要：在“互联网+中医药”领域，为实现中药材信息、市场和交易过程信息化、网络化，中药材电子商务系统应运而生，成为信息化和网络化的有效平台。但是在现有中药材电子商务系统中，中药材质量和诚信交易是当前中药材交易存在的突出问题。建立中药材质量追溯体系是一种有效解决上述突出问题方法，因此本文拟构建一套基于追溯体系的中药材电子商务系统以及采用该电子商务系统的电子交易方法，以实现对中药材电子商务交易质量和诚信的严格监管，保证患者用药安全性和有效性。

　　Abstract： In the field of "Internet traditional Chinese Medicine"， in order to realize the information， market and transaction process information of Chinese herbal medicine， the electronic commerce system of traditional Chinese medicine has emerged as the times require， and has become an effective platform for information and networking.However， in the current electronic commerce system of Chinese herbal medicine， the quality and integrity of traditional Chinese medicine trading is a prominent problem.The establishment of the quality traceability system of Chinese herbal medicine is an effective method to solve the outstanding problems mentioned above. Therefore， this paper intends to construct an electronic commerce system based on the traceability system and the electronic transaction method using the electronic commerce system. In order to realize the strict supervision on the quality and integrity of electronic commerce of Chinese herbal medicine， to ensure the safety and effectiveness of drug use by patients.

　　中藥材的质量关系到患者的健康和生命，“放心中药”是目前社会的基本需要，货真价实的中药材是确保疗效的根本。近年来，随着互联网经济日益发展以及人们的消费方式和需求的转变，中药材电子商务是当前互联网经济下中药材销售流通的重要方式，现在国内已有如康美中药网、珍药材等众多中药材电子商务交易平台，且通过这些电子商务交易平台产生的销售额每年都超过数百亿元[1-2]。但目前中药材市场管理粗放，交易诚信体系不健全，监管体系不完善导致对众多中药材电子商务交易平台的监管难度大，药商大肆掺假、使假，严重威胁患者用药的安全性和有效性[3]，影响中医疗效。因此，建立中药材质量追溯体系被认为是有效管理控制中药材质量的一种有效方法，本文拟构建一套基于追溯体系的中药材电子商务系统及采用该电子商务系统的电子交易方法，用于解决中药材交易过程中存在的诚信交易不足、药材质量缺乏监管保证的问题。
　　1系统开发背景
　　当前，中药材质量问题已成为制约中医药产业发展的关键因素。例如，中药材种植技术服务水平低、假冒伪劣种子事件频发;中药材市场相对混乱，炮制粗糙、增加水分、以次充好现象充斥交易市场，威胁合法企业和经营户的正当利益。中药材质量下降很大程度上影响中医疗效，影响人们对中医的信任。“药材好，药才好”，同一个药方，如果药材质量有差异，治病效果相差巨大，真药好药能治病救人，假药劣药可能会贻误病情，甚至危及生命。
　　综上所述，中药材质量和诚信交易是当前中药材交易存在的突出问题。现有中药材生产环节和交易环节均存在缺乏监管、信息共享不足、交易效率低下的问题，尚未存在一种中药材信息可追溯、交易环节透明便捷的互联网+中药材电子商务系统以及应用采用此类电子商务系统实现中药材电子交易的方法。
