山东威海乳山有发展吗 乳山迎来跳跃式发展

     2003年,乳山市创造了一个奇迹,全市招商引资实现“三个翻番”:合同利用外资、实际利用外资、实际到位内资均比2002年翻了一番以上,分别增长120%、113%和150%,创历史最高水平。事实上,近年来乳山经济发展曲线一直飙升。近5年乳山国内生产总值年均递增12.2%,地方财政收入年均递增26.3%,在全省县级的位次5年间前移了13位,跻身山东省20强。
  是什么撬动了乳山经济超常规跳跃式发展?中共威海市委常委、乳山市委书记赵熙殿解释道,是全市上下以投入为主线,强化开放、民营两大动力,深入实施“借韩国、借青岛、借大企”三借战略,推动了乳山经济列车持续高速运转。
  
  对韩开放的桥头堡
  
  想投资乳山的韩商,不用出国,便可在乳山驻韩国办事处咨询洽谈有关事宜;在乳山的韩商,不需回国,便可通过韩语电视节目,了解国内大事……去年4月1日,乳山市专门开设了一套韩语乳山电视节目,聘请在清华大学留学的韩国人李永智女士担任电视播音员,一周两次用韩语播报乳山新闻。同时,乳山市还与韩国重要的新闻媒体建立了广泛联系,及时通过韩语新闻传递韩国方面最新动态。韩商们看着“自己人”播报节目,听着自己的语言,了解到身边以及自己国内的最新动态,心里乐开了花。
  事虽小,意义却大。它传达出一个信息,当地政府为韩商生活考虑之周到、细致,仅去年6月份以来,乳山市就引进和协议引进了投资500万美元的韩国圣民株式会社印染、投资300万美元的韩国SWICO公司轻型节能砖等大小项目60多个,总投资1.5亿美元。
  乳山与韩国隔海相望,明清时期就有经贸往来。为把这一优势做大做强,建设面向韩国的加工基地,构建对韩开放的桥头堡,今年,乳山市创造性地实施了借韩兴乳“八个一”工程,即由韩商投资建设一处融办公、商务、娱乐等于一体的中国第一个韩人商工会馆;建设一处韩国工业园地,以优惠价格和政策重点提供给在乳的租赁型加工贸易韩资企业建设固定型企业;提供土地等方面的优惠政策,由韩商建设一处韩式风格的韩国村,满足在乳山韩商长期安居乐业和想来乳山居住韩商的需要;在韩国设立乳山市驻韩国办事处,将对韩合作基地前移;开办一个韩语培训班;开办一个韩语电视节目;建立一个交通“绿色通道”,韩资企业的车辆在威海境内全程免费、畅通无阻;实行韩商就医、子女入学“一卡通”,解除韩商的后顾之忧。与此同时,乳山市还建立了“多口合一、一个窗口对外”的行政服务中心,最大限度地服务韩商。
  去年6月8日,韩商金启龙急需在1个月完成2万件防寒服的加工出口订单,乳山市一上午就拿出两份详细的合作方案。金先生决定租用厂房生产,乳山市50分钟就办好了一切手续,一周内整修好5000平方米厂房,配套好生产所需的水、电等基础设施。一个月后金先生如期交货,感动之余,他把在中国的总部搬到乳山,还追加投资600多万元。韩资企业孚美服装公司刚搬到乳山时,手握一把订单,就是招不来工人。乳山市城区街道办的机关干部每人主动联系一至两名工人,不到3天,近百名熟练工人全部到位。12月9日,韩美工业有限公司董事长金秉助在乳山行政服务中心一次性交纳了11月份的水电费、通讯费、公路运输管理费等常规性收费。他对此评价说:“办这些事,在韩国起码也得五六天,在这还不用半天,而且公开透明。乳山,没得挑!”
  优越的环境,吸引着众多韩商纷至沓来、增资扩股。韩商李河根在投资500万美元建成三夏第一工业园的基础上,今年初进一步追加投资1000万美元,建设以吸引韩资为主的园中园――三夏第二工业园,目前已引进韩国客商6家共同开发,预计年底建成后,年创造社会价值1.5亿元。
  “八个一”工程的实施,使得乳山成为利用韩资数量最多、比重最大、增势最强的地区之一。目前,韩国八大商工会所中有6个与乳山建立了紧密合作关系,累计批准利用韩资项目、合同和实际利用韩资分别占据全市总量的4成以上。2003年,借韩兴乳更是全线飘红,合同、实际利用韩资分别占据5成以上份额。乳山,正日益成为对韩开放的桥头堡。
  
  青岛的后花园
  
  2003年11月27日,青岛利群集团隆重举行了利群乳山购物广场奠基仪式。据悉,利群乳山购物广场建筑面积2.2万平方米,经营范围涵盖食品、日用百货、穿戴服饰、家用电器等诸多商品,建成后将成为乳山市最大的购物中心。利群集团负责人介绍,他们将在乳山投资4亿元兴建购物广场和银滩培训中心项目。
  青岛企业乳山兴业,“利群”绝非个例。仅去年以来,青岛在乳投资的企业就有18家,总投资28亿元,涉及一二三产业、大中小企业等多种类型。
  乳山人有句口头禅:“乳山是威海的乳山,也是青岛的乳山。”乳山有着得天独厚的优势,位于山东半岛城市群、日韩加工制造业基地的中心地带;处于环渤海经济圈、东北亚经济圈的重要部位,承接着国内外、大小城市的多重辐射,有着快速发展的内在潜力。随着经济的迅猛发展,乳山市清醒地认识到,要实现超常规跳跃式发展,就必须跳出传统的行政区划界限,跨区越界寻求发展。青岛作为全国十大城市之一及国际上知名的滨海旅游城市、2008北京奥运会惟一的伙伴城市,大企业云集,名牌荟萃,极具辐射力和拉动力。为此,在推进对外开放的进程中,乳山把“借青兴乳”摆在与外合作的突出位置,志做青岛配套的加工基地、旅游的补充区和城市的后花园,多途径、多方法加强与青岛交流,以三产促二产,以小项促大项,以内向促外向,双方合作不断取得新突破。为了吸引青岛客商投资乳山,兴业乳山,去年,乳山市专程前往青岛举办“美丽的乳山――青岛后花园”环境推介会,邀请岛城各界人士参加会议,并在青岛新闻媒体发布招商引资信息,掀起了岛城客商投资乳山的新一轮热潮。
  早在1998年,青岛颐中烟草集团就在乳山投资兴建度假中心、建设中国北方最大的封闭性足球训练基地――银滩青岛颐中海牛足球队封闭性训练基地。“进了乳山门,便是乳山人”。乳山市建立了主要领导经常上门走访和定期走访制度,随时帮助青岛客商排忧解难,逢年过节还召开茶话会,赠送慰问品。去年初,青岛泰林公司到乳山银滩旅游度假区投资,一没有厂房,二没有办公场所。乳山市领导得知后,主动为他们联系了厂房和办公地点。欣喜之余,泰林公司在投资3000多万元改造度假区的基础上,去年6月28日,又和澳大利亚泰林公司投资7000多万美元,兴建乳山国际高尔夫俱乐部,填补了乳山高尔夫文化的空白。在众多青岛投资商的带动下,银滩掀起了一波波旅游开发热潮。去年以来,银滩累计开工国际医疗康复中心、金长城娱乐苑等项目21个,总投资38亿元。凭借得天独厚的旅游资源,乳山成为青岛旅游圈上一颗明珠,每年仅青岛方面向乳山输送的游客就占来乳游客的31%。
  围绕建设青岛的配套加工基地,乳山市坚持“不求所有、但求所在;不求所属、但求所活”,进一步加大与青岛企业挂靠合作力度,吸引青岛大企业来乳租赁企业、盘活资产,推动困企变活、亏企变盈、小企变大、好企变强。目前,乳山已有26家企业被青岛东方集团、百龙公司等企业控股、买断,累计盘活闲置资产6亿多元,安排职工就业4000多人。
  如今,青岛已成为乳山市国内招商的最大投资伙伴,青岛企业来乳投资蔚然成风。据统计,目前,青岛在乳投资企业已达40家,总投资40多亿元。乳山正日渐成为青岛的大后方。
  
  不出石油的石油城
  
  今年2月初,大庆石油管理局投资2亿元兴建颐园生活二区。同时,投资5亿元兴建大庆工业园,包容建材、高科技、工业、化工四个分区。目前,正在进行总投资1亿元的一期工程建设,已落实塑钢制品、电缆、涂料、新型建材等项目5个,其中投资2000万元的塑钢项目、投资2000万元的塑料管材项目和投资600万元的涂料项目已开工建设。这是乳山市借大企兴乳战略、建设不出石油的石油城的典型范例。
  近几年,乳山市充分发挥区位、环境和资源优势,紧紧抓住国内大企业战略性结构调整和产业转移的有利时机,不遗余力做好“加减法”:减少审批、减少程序、减少费用、减少负担;加大法制力度、加大亲商力度、加大监管力度、加大服务力度。今年乳山开创性地对外地来乳车辆实行不扣车、不扣证、不罚款“三不政策”,为取得发展先机赢得了筹码。去年12月4日,乳山车管所上门为大庆工业园40多辆挂黑龙江牌照的公务车、20多辆私家车办理年审业务。大庆工业园一位负责人激动地说:“如果所有车辆回原籍审验,光往返的费用就有几十万之多……乳山这件事办得太漂亮啦!”区区小事,激起了石油人二次乳山创业的热情。
  借大企兴乳战略的实施,使乳山成为国内大企业“二次创业”的乐园,先后有大庆石油、长庆油田、胜利油田、太原石化、齐鲁石化等国内石油大企业纷纷抢滩乳山。乳山,这座不出石油的石油城正在加速崛起。
  
  In 2003, the GDP and local fiscalincome of Rushan City in Shandong increased by 19% and 29% over the previous year, respectively. With regard to attracting outside investment, the contracted foreign investment, actual foreign investment, and actual domestic investment increased by 120%, 113%, and 150% over the previous year, creating the highest levels in history. Historic breakthroughs have been made in terms of construction of large-scale projects. Throughout the year 2003, 176 projects with investment over 10 million yuan, and 27 projects with investment over 100 million yuan have commenced construction. Both the number of projects and the amount of the investments were three times that of the previous year.
  According to the analysis of Zhao Xidian, standing member of the CPC Weihai Municipal Committee and secretary of the CPC Rushan City Committee, this kind of leap-forward development should be attributed to investments from South Korea, Qingdao, and large-sized domestic enterprises.
  Korean investors who wish to invest in Rushan without leaving their homeland can get information at the Rushan Office in South Korea, while Korean investors in Rushan can learn the latest news from South Korea through Korean language TV programs broadcast in Rushan. From April 1st of 2003, Rushan began broadcasting a Korean language program hosted by a Korean lady who graduated from Tsinghua University in China. She broadcasts local news from Rushan twice a week. Meanwhile, through establishing extensive communications with major news media in South Korea, this TV program also broadcasts the latest news from South Korea. Watching TV hosted by their own compatriot and in their own language, while catching the latest domestic and international news, makes Korean investors feel quite “at home” and satisfied.
  Rushan faces South Korea across the Yellow Sea, and these close neighbors have been engaged in trade and commerce ever since the Ming and Qing Dynasties. Taking advantage of this historic tradition, Rushan now is striving to turn itself into a Korea-oriented manufacturing base with a view toward becoming a bridgehead opening to South Korea. Therefore, from this year, Rushan has started a series of projects to carry out these good intentions.
  To begin with, Korean investors are constructing the first commerce and trading hall for Koreans in China, and this will integrate offices, commerce, resorts, and recreation. Second, a Korean Industrial Park, which will provide room for Korean enterprises involved in processing and trade in Rushan, is now under construction. Third, preferential policies concerning land have been adopted to encourage Korean investors to construct a Korean style village to provide home to Korean investors who wish to settle or dwell in Rushan. Fourth, an Office Park will be established in Rushan. Fifth, Korean language training classes will be instituted for interested Chinese students. Sixth, TV broadcasting in Korean is now available. Seventh, the construction of a “green path” through which vehicles owned by Korean-invested enterprises can run free within the territory of Weihai will encourage growth, development, commerce, and recreation. Eighth, providing “one-stop” services for Korean investors with regard to medical care and the education of their children will alleviate major personal and family concerns. Ninth, a multi-purpose administration hall has been established to provide services for Korean investors with the utmost efforts.
  The excellent environment thus created has attracted Korean investors to come to Rushan in a continuous stream. Lee Hogen, an investor from South Korea, has invested five million US dollars in construction of the Sanxia No. 1 Industrial Park, which has already been completed. On this basis, beginning early this year, Lee has already invested another 10 million US dollars to commence construction on Sanxia No. 2 Industrial Park, and his enthusiasm has attracted six more Korean investors to join him and participate in the development this park; so it is expected that by end of 2004 some 150 million yuan will have been put into these projects.
  This pet phrase is popularly bandied about among Rushan people: “Rushan belongs to Weihai as well as to Qingdao.” Rushan, richly endowed by nature, is located in the center of the Shandong Peninsular Cities Group (SPCG) and the manufacturing base oriented towards Japan and South Korea, as well as being an important place for development of the economic region round the Bohai Sea and the North East Asian economic circle.
  Rapid economic development has made Rushan come to realize that to accomplish a “great leap forward” development, it must jump out of the traditional administrative scope to seek development outside its own territory. Qingdao is one of China’s 10 largest cities, an internationally famous coastal tourism city, and the unique partner of Beijing for the 2008 Olympic Games. It is also home to a number of large enterprises, such as Aucma and Haier, producing brand name products, making it a city with powerful radiating strength. For these reason, in opening up to the outside world, Rushan regards Qingdao as important cooperative city and volunteers to act as a manufacturing base for Qingdao. With a view to attracting investors from Qingdao to invigorate itself, Rushan specially hosted a trade fair in Qingdao last year to introduce its favorable environment and invited people from all walks of life. Moreover, through intelligently using Qingdao’s news media to release news and information attractive to new investors, more and more investors have chosen Rushan as their new business home.
  Nowadays, Qingdao has become Rushan’s largest domestic investment partner, since it has become a common practice for enterprises in Qingdao to invest in Rushan. Statistics reveal that, to date, as many as 40 enterprises from Qingdao have invested in Rushan to the tune of more than four billion yuan. Rushan, therefore, is gradually becoming a kind of economic suburb of Qingdao.
  In early February this year, the Daqing Petroleum Administration Bureau from northeast China invested 200 million yuan in construction of the second phase project of the Yiyuan Dwelling Quarter. Meanwhile, 500 million yuan have been invested in the Daqing Industry Park, which will be involved in building materials, hi-tech industries, and chemicals. At present, the first phase of construction, with a total investment of more than 100 million yuan, will be involved in the production of plastic and steel wares, electric cable, covering materials, and new-type materials. Among them, the plastic and steel project with a total investment of 20 million yuan, the plastic pipe project with an investment of 20 million yuan, and the covering materials project with an investment of six million yuan, have commenced construction.
  Availing itself of investments from large-sized enterprises, Rushan intends to turn itself into a paradise for both domestic and foreign enterprises.
